Goa Football Association AGM held on Sunday

GOA: The Annual General Body Meeting of the Goa Football Association was held Sunday at Hotel Mandovi under the Chairmanship of the President, Elvis Gomes.

At the outset, a minute’s silence was observed as a mark of respect to the departed souls of Shashikala Kakodkar (Ex-Chief Minister), Alex D’Souza (Ex-Treasurer), Jay Prakash Poulekar (Ex-Executive Committee Member), Manuel Rebello (Ex‑Administrator), Braz Rodrigues (Ex-Match Official), Kevoy Fernandes (Ex‑Referee), Peter Gomes (Ex-Player), George D’Cunha (Ex-Player), Tyson Silva (Ex-Player), and Mathias Mergulhao (an avid football fan) all of whom have passed away leaving behind a rich legacy of their contribution to the game of football in Goa.

The President then placed on record that Bernardinho Velho (Secretary of Benfica Youth Club) holds the distinction of attending the AGM uninterruptedly for the 41st year and proposed that this feat be acknowledged. The members felicitated Velho for his long contribution to Goan football. The General Body also felicitated Ralin De Souza (Secretary of Don Bosco Oratory, Panjim) for being the first Certified Grade II Basketball Coach in India. Thereafter, the General Body felicitated all the members elected in various Panchayats as Sarpanchas and Panchas.

The General Body has agreed to discuss and decide about carrying out further amendments in the Statutes as well as Private Tournament Rules and Official Competition Rules through an EGM to be convened later. It is also decided to propose voting to the Executive Committee on an All Goa basis as against the present zonal system followed.

The General Body congratulated the Goa Team for being the Runners Up of the 71st Santosh Trophy for the year 2016-17. The General Body also congratulated Salgaocar Football Club and Dempo Sports Club for the milestones achieved in completing 60 years and 50 years respectively. At the same time, it was noted with concern that the three leading clubs viz Salgaocar Football Club, Dempo Sports Club, and Sporting Clube de Goa had withdrawn from the I-League and unanimously held that the policies of the AIFF were flawed and have put the future of budding players at stake. The General Body also resented the fact that GFA had no place in the Executive Committee of the AIFF but vowed to protect its self respect and pride under all circumstances. It was decided that FIFA and AFC be informed about the non-engagement of the LOC with the GFA on issues about the U17 World Cup to be held in Goa.

The General Body passed a resolution that the Government should make all grounds available to the GFA to conduct official competitions free of any charge and similarly to village clubs in their respective villages to be allowed use of grounds without any charges for their own Inter Village Tournaments.

The General Body congratulated the President and the Committee on the steps taken to promote Women’s Football, Referees’ Development, Coaching Development, and Introduction of CRS System for all players, the development of a full fledged fully air conditioned dormitory and conference hall, and the steps taken to construct the changing rooms along with a VIP lounge at Duler and also efforts made to get a generator for the floodlights. The General Body also applauded the fact that the Committee managed the finances despite constraints, which resulted in a surplus of 15.23 lakhs. The General Body, accordingly, approved the Annual Financial Statement and the Income and Expenditure Statement 2016-17, and the Budget for the year 2017-18. The General Body was briefed on the FCRA notice and the steps taken to keep not only the FCRA registration valid but also that of the exemption under Section 80G of the Income Tax Act.

The General Body approved the induction of the following new clubs as provisional clubs namely Shree Naguesh Maharudra Sports and Cultural Club (Curca), Siddheshwar Sports and Cultural Club (Surla-Bicholim), Verna Cultural and Sports Association, M7 Football Club (Panjim), and Pinto’s Youth Club of Baradi (Velim) subject to them fulfilling the eligibility criteria.

The General Body also accorded the Permanent Status to the following clubs namely Assonora United Football Club, Football Club Neura, Kevnem Sports Club, Panchawadi United Sports Club, Ponda Footballers, and Vailankani Football Sports Club Morjim.

It was also approved to maintain the terms of participation fee of Rs. 30 lacs and a deposit of Rs. 20 lacs as fixed by the Executive Committee for inclusion of the 12th team into the Goa Professional League.
